Auto trans, OD won't come on until 65MPH 200 1991

I posted this under another subject a few days ago but didn't get much help. It's a 91 245 AW70 (auto). The OD wiring was frayed, fuse blown, relay bad when I got it. I fixed all that but the dang thing won't kick into 4th gear until about 65MPH, and sometimes not even then. It kicks back into 3rd at about 45 as well. Transmission fluid level is fine. Would bad O-rings around the solenoid cause this? Any other ideas?
