245 tailgate wiring 200

Seems a bit odd, but my rear wiper/washer works fine, but no license tag lights. I don't know about the rear defroster in July in Georgia... When I open the tailgate, I can see some broken wires on both sides. Wiring I can fix, but I can't seem to find out how to get at it. Haynes is of little help. I assume I'll need to remove the headliner to get at some of this, but again, Haynes is not quite helping much. If I can get to the wiring in the car, will I need to remove the tailgate to get at the wiring there?
Thanks for your help. The 'Bulb out' light is driving me nuts and I'd like to have everything working anyway.
