In addition to what Bean said, you should look into the valve chamber (through
the oil filler). If you have been changing oil regularly and it is fairly clean
in there, you should probably NOT flush the engine, as the oil changes have
been doing that for you all along. On the other hand if there seems to be
black gunky stuff in there a flush may be good.

A rebuilt or replacement turbo might be a lot cheaper than replacing the whole
car. Normally with a proper air cleaner and regular oil changes, those engines
last much longer than that.
