Another question: sat for 9 days and now won't start

Just remembered something that might or might not be relevant.

Someone was looking to fill my air conditioner with gas and discovered what he called "the low" (or was it "the high") connection was no good. So he removed it, told me to find another and put a piece of duct tape over the opening where the connection is.

Like I said, there was a lot of rain. Could dampness getting in the air conditioning unit cause a starting problem?
