Radiator Fan Won't Work 200

The radiator fan on my 1992 240 has never come on.

I bought the car last winter. It's now pretty warm in Wisconsin, and the fan has never come on, no matter how warm the day or how long the car has been driven (up to 3.5 hours). I've never seen that in any car I've owned before, which leads me to believe something is up.

The car does not overheat. The temperature needle moves to just a hair above the midpoint (I mean actually a hair's width--barely above center) and never goes higher. The fan motor is not seized up. You can stick a dowel through the grill and spin it just fine. All electrical connections appear to be intact.

The AC on this car does not work. Is it possible these two issues are connected? As for example a relay that controls both? Or is the engine just never getting hot enough without the extra load of the AC to cause the fan to kick in? This seems unlikely to me, but what do you think? What would you do here?
