pulsing lights, dim brake warning lights, why always wierd stuff 200

i seem to have some electrical gremlins, for some time my 260 gl with a b21f motor has had slightly pulsating lights now just today the parking brake, battery, brake failure and bulb lights are all on and pulsating, i noticed this as i was finishing up working on the power steering and did'nt touch the brakes at all. i havent taken my multi meter to it yet but i am guessing its some sort of ground, anyone heard of this? is there a known answer. thanks in advance.
