parking brake lever stuck up, parking brake stuck on 200 1988

Parking my wife's car on a hill, I pulled up on the parking brake lever all the way-- or so I thought. The car rolled a bit when I let my foot off the foot brake (clutch still in), so I tried to pull it a little more. it went up and then seemed to loose its teeth, and now won't go back down. I have tried making it re-'catch' on the metal-engagement-gear-thing, but no luck. It is stuck. The black button on the lever is also stuck in the down/depressed position.

Any tips on how to fix this? I need your help once again, mighty brickboard!

Even if I can't fix it myself, do you have any advice on how I might get it to someone else who might be able to, considering that it's not parked anywhere near a mechanic?
