1982 240 DL hard start/runs rough until warm 200

Recently, my 1982 240 was having some problems on cold starts. It turned out to be a slipped timing belt, which I had fixed. After this, it worked really well. However, the mechanic had suggested replacing the belt. Since it was about time for this anyway, I bought a new timing belt, tensioner, and new front seals. After having a different mechanic (I was in the process of moving ~100 miles) install these parts, the engine ran very roughly until it was warmed up. If I don't give it gas when I am starting it, it will catch and stall out right away, since it tries to idle at under 400 RPMs. The idle speed would slowly increase as the engine warmed up until it tops out at around 1000. At this point, the engine runs fine. If I try to accelerate before it is at least somewhat warmed up, the engine will hesitate significantly.

Tonight, I went out to my car and tried to start it. The starter turns the engine, but it will not fire. Any suggestions? I'll try to start it again in the morning and post an update.
