Tank fuel pump question 700 1991

I know this is not right - but I would like an opinion.

My niece had her 'in tank' fuel pump replaced - twice - same mechanic. The second one has been in there for months and she has experienced no running or cranking problems, other than the rare occasional going dead just after cranking.

Well, today I was out by her car and heard this whirling from the rear of the car (91 740 na) while running. I turned it off, and then turned the key just enough to hear the pump priming sound. It stopped making the sound - as it should, and then I cranked the car. Same sound back up continually while car is running.

Is this a bad pump in the making - or is there something the mechanic missed while doing the install?
