rust on air intakes otherwise rustless volvo 200

I have a florida volvo with almost no rust except the beginnings of it on the fresh air intakes on the cowl. Also at the flow through vents just below the rear window. it seems to be starting on the edges of the sheetmetal formed by the vents. These edges face in and away so are very difficult to get to.. any ideas on how to arrest the rust? thanks! :-)
