'93 945T, Rear seatbelt locked up with seat down 900

I think this is easy to address but I haven't had a chance to do anything yet, so I thought I'd ask here before I work on it over lunch tomorrow.

I folded down my rear seats (split seats) yesterday, today I went to put it back up but the middle seatbelt was locked up so the left and middle seat back is stuck in the down position. Normally of course I could just give the seatbelt a couple inches of slack and get it to release, but with the seat down I have *no* slack at all. It even locked up a little tighter as I was working on it so I'm not sure I can reach the bolt on the bottom to just release it, unlock it, then reattach it.

On the back of the seat (this is the left side and the middle seat) are two plastic clips with a slot in them. Do I just unscrew those to get to the top of the seatbelt from the back, then fiddle with that to get it to release?
