You are looking at the pre-heat hose for the intake. It collects heat from the exhaust manifold and directs it to the air intake box. It is supposed to help performance in cold weather. Most disconnect it all together or at least disable the valve in the bottom of the intake box so the hot air does not destroy the AMM.

You might want to check the 700 FAQ. There is a section on buying a used Volvo. Much of it will apply to 200 series cars as well.
