If you have an '99 or newer 240 with air conditioning, the factory did not install the air vent down by the driver's feet. The plastic panel does have the louvers though. Behind that panel, there is an opening for an air vent which is closed off by a sheet metal plate and a few screws.

I went to a pick-and-pull yard and got a vent flapper and lever off an old 240 and installed it on my '88. It works like a charm. Only cost me a few cents.
