Is my kickdown cable supposed to do this? 200 1991

When driving, the gas pedal has what seems to be a hitch in it. It goes close to the floor, then a lot of resistance, then if you stomp it further, it shifts down. Pulled the kickdown cable and it pulls out and retracts nicely but it has this spot at about 80% of travel that gives resistance, pull it harder and something goes click down in the transmission. It retracts perfectly, even from 100% travel.

1-2-3 shifts are good up through the range but OD often won't kick on till 65 MPH and drops back out at 45MPH. Neither of the AW71s in my 740s act like this. If I bump the accel pedal against the hitchy spot a few times, I can get it to shift into OD a little earlier sometimes. Been trying to figure this out for a while now. Any ideas appreciated.
