A/C Doesn't cool on hwy need answer 200 1990

The 90/244 has the a/c redone on it, I've got the a/c down to 40-deg sitting
at the house.I've got the head pressures correct,High and low side.
The problem is that on the hwy the air temp at the vents rises to 60-deg.
Get in city traffic and it's back to 40-deg. I've checked the heater valve.
The controls are set on ac max recirculate button push in. I would beleive that this should be the other way around. 60-deg city 40-deg hwy. The fan clutch has been replaced. Need help this is the wife's car and I'm hearing I'ts hot in hear every day. Thanks
