brakes occasionally 'freeze' 200 1990

This has happened twice: I press on my brakes and my car doesn't stop, it just kind of slows a little...it feels like my brakes are freezing or something: I press nearly to the floor and my car just slows down a little, like it rolls or something. I think I definitely need to (at least) get the brake pads fixed: I occasionally have to press the pedal down further than I used to have to.

Any ideas of what might be wrong?

p.s. I'm taking my car in to the shop next week and am trying to figure out how big this problem is.
