1990 240 random idle problem 200

My everyday car is a 1990 240. The problem I'm having is the idle does not "settle down" all the way about 50% of the time. The problem seems to happen if I have been using the AC and or if I have been driving interstate speeds [with or without using the AC]. I checked the codes and found A 311 code stored each time the idle acts up. A 311 code is supposed to indicate speed sensor not recieving signal .[This car has a new sensor in the differential] I'm at wits end. Throttle Position Switch shorted? Thanks in advance for any ideas.
