trouble with idle now. help! 200

Ok so the brick likes to run great, that is when the pedal is down, however just trying to ilde it sounds like it is choking and will eventually die after about 20seconds of trying. All the while shaking before it gives up.

plugs - ok
cap and rotor new -ok
cleaned up some dirty points on the coil and engine
AMM is ok.
main pump relay ok
(oh yeah and the engine mounts are new)

I am thinking the ICV, but does anyone have any ideas. I just cleaned up the ICV with some brake clean a few months ago so I wouldn't have thought that would be it, but logically it is making sense, perhaps it is sticking.

I have consulted the bentley, but also wanted to see what others say.

Any help is awesome.
