starter not turing over...lightd and panel are on--740 turbo w/ 224,000 miles 700 1990

Replaced new battery several months ago, due to having no starter action, but approximately 1 week agoit would no start if someone gave me a jump from their car it would. Alternator replaced several years ago, new dist cap and plugs several months ago. Cleaned throttle body also. Been running just fine after putting ion new battery in April, just recently the same problem occurred again...no starter action at all, lights and panel instruments are showing activity...notice charge gauge tilted to the left off from center.

Anyone have a plan to determine a diagnostic approach to this problem...appreciate in advance!
