In-Tank Fuel Pump Problem 900 1994

Greetings,

1994 940 sedan with in-tank and rail fuel pumps. Replaced in-tank pump about 2 months ago. Unexpectedly, main rail pump sounded that loud whine today and buzz sound from in-tank was absent. I toyed with the two fuses going to each to double check.

Removed in-tank pump and bench tested it: works fine. Tank was at 1/4 when noise noticed, then filled it to 1/2 and did tribal dance to see if it'd fix itself (sounds dumb, but getting that pump in-and-out is a real pain.) That didn't work.

Any suggestions on a fix? Are both pumps on same relay?
