How long should a timing belt last, really? 200


Thanks to all who commented on my earlier post:

Timing belt was in fact the issue -- I tried turning engine over while friend observed cams through oil port, no movement, so we pulled the cover on the belt and voila, broken belt!

SO, this raises the question: Should I be getting annoyed with someone about this belt situation?

Why:
+ Lightly driven 1983 Volvo 244 A/T -- rarely on highway, rarely over 55mph
+ Belt supposedly replaced by professional garage 4.5 years / 40k miles ago

I'm feeling a bit grumpy about the tow / time / etc, and am questioning whether this was:
(A) My stupidity, belt should have been changed at 30k
(B) Simply bad luck, belts go out at 40k-90k, I hit the low end
(C) Something more sinister, eg lemon part or install
