Sitting 87 740 GLE 700 1987

I plan on buying a Volvo that has been sitting for more than 2 years, it needs a starter, tires, and battery. I was wondering if this would be a good idea?

Some things I know; engine is not locked up, overall it is in good to great condition, has a B230 engine, has a quarter tank of gas, has been on the alloy
wheels for some time(tires flat), and its manual(:D).

I read some of the long tearm storage Q&A's and was wondering if this may be a good buy.

Oh ya, it has been out in the elements for all that time.
