So, are these the Valve guide seals? (and steering bushing ?) 140-160

I am in JohnMc's corner on this one. You can probably rent the tool.

I had the same issue with the ding-dong rocker shaft bolts and solved it this way:
I went down to NAPA and bought the appropriate length bolts (Volvo's are an odd-ball length and the nearest longer standard length is perfect). Torque city. I noted that the one (yes, only one) that I couldn't torque was the oil-feed hole. This was the only one that got the longer bolt (for obvious reasons). New hardware is always a good idea.

I JUST DID THAT JOB on the steering. What a pain in the a**! Of course my problem was that there was a lot of corrosion and I just couldn't leave well enough alone. The grommets are available from IPD in Urethane and are the same as the late 1800 and 122s. (see my post in 120/130 thread)
I also need to pull the steering wheel back a little but haven't done it yet. I expect loosening all the mounting bolts under the dash and yanking on it will accomplish the job.
