Headlights Don't Work 200

Headlight problems on my daughter's 86. When I turn the headlight switch to the first click, everything does what it's supposed to do. When I turn it to the second click to turn on the headlights, nothing comes on: no headlights, no parking lights, no cluster lights, nothing. At any switch position, I can pull the blinker lever back and get a flash of the high beams like it's designed.

All the fuses are good and carrying current. I tried a different headlight switch from a boneyard. No luck. Any ideas would be appreciated.
