Signal Lights not working 700 1988

After removing the instrument cluster to fix my speedometer
I have now lost the use of the signal lights.
I rechecked all my connections (7) on the back of the cluster
and tested the 4-way flashers, which work, as they have a common
connection with the flasher relay. I don't have any blown fuses but I still don't get any response from the signal lights.
This seems like a very simple problem but I can't see it.
I'll try any suggestions you guys and gals may have.
