What is that thing on the driver's side wheel well, under hood? 900

Under the hood of my 94 945T I see this black device attached to the strut tower or inner wheel well on the driver's side. It seems to have vacuum hoses attached to it, but my question is, while everything is black, what is the vanilla colored nipple on the bottom of that device? Is there supposed to be some vacuum line attached to it, or is it some kind of drain? This device is fairly close to the frame also, but is definately mounted on the inner wheel well.
