Re-installing ripped bumper, any suggestions? 200 1990

The bumpers are apparently only strong in one direction; that is, toward the car and not the other way. I got this 245 recently and the bumper was held on with wires. After taking off the black trim, it could be seen that the bolts tore through the bumper, which appears to be aluminum. I was thinking of getting a "mending plate" and put it in horizontally in the recessed part. I could put holes in after cutting out the other bolts (the head is like a carriage bolt so there's no head to hold with a wrench), put in new bolts and the "plate" would hold it in. One problem is that I have no drill bit any way near the size of the former bolts. Anyone ever do this and have any suggestions? TIA
