Suddenly no power steering 200 1988

This morning, after 220,000 miles and 16 years, I had no power steering. It was not preceded by any major symptoms other than a slight straining sound when turning, over the last year or so. The belt is fine and the fluid is clean and topped off. So I'm assuming that my pump gave up the ghost, and if so I should probably just get one out of the junkyard. Am I on the right track? Can a bad rack fail suddenly like this, and if so how do I diagnose it?
