update on no start - tried everything... 700

we did try that, but to no avail.
The whole thing is most mysterious.
The mechanic who came to our house sprayed some starter fluid (?) on something (sorry I was not there when he did it) and the car started up.
he disconnected a fuel line but the flow was strong.
then he put a wire from the Ballast Resistor Pack to the battery and it started up.
when he tried to hotwire from the Ballast Resistor Pack to the fuse it wouldn't start.
If anyone knows an honest and capable volvo mechanic in the DC/MD/VA area I would be most grateful. We put $1000 into this car right after we bought it (that was with my previous mechanic in upstate NY) and really can't afford much at this time, but I also need my car.
