heat at air ducts - vacuum problem - where? 700 1992

This weekend after shutting the car off (from hot) and returning a short while later... upon starting it up I had a gush of heat coming through the vents - of course in the summer the dial is set to cold. A/C was off.
It was as if warm coolant ran through the heater core for about 2-3 seconds. By the time I hit the end of the street everything went back to normal, outside air temperature. Did this only twice...

Is there a weak spot in the vacuum lines feeding from the intake under the dash to control the vent flaps? Is the heater control valve run by vacuum?

Thanks for any tips on where to look first.
