after the timing belt... 200 1987

I replaced my timing belt last week. I had a hell of a time getting everything back together but I finally did. I have a few issues however. Something is making a singing/whistling noise now at lower Rpms. I would guess it is coming from one of the accessories and for some reason, the the outside alternator belt seems to be slightly tighter than the inside belt. I cannot understand why this is becuase before I took it apart they where identical and I readjusted everything several times with no change.

I also think I am lacking some of the power that I had before I changed the T belt. Could the ignition timing just be off slightly?
