keys, dealer, STINKS 700 1989

ok got the SECOND key from the dealer,,,,

still wont work. key was made frm the vin number. at 30 bucks for the first one!!! second one no charge,, whoopee!! how do i tell if the cylinder has been changed or not??? any markings to look for?? numbers??
we bought the car used so no idea.
what do we do now get a whole new cylinder assembly and change it all out?
how much is one and where do we get one at? how much is it to have it done
any ideas??
