Screeching sound 200 1991

MY 240 produces a screeching noise at about 65 mph, though sometimes I need to go faster. The sound comes from behind the steering wheel and can be produced at lower speeds (like 60 mph) if a large vehicle passes me in the oposite direction. So it's clear air flow does something. I've read this is the odometer cable. How hard is this to fix? The noise isn't bad when I'm in town but when I need to travel the noise for hours on end is driving me crazy.
