1988 740 GLE flunked NOx test in Ohio 700 1988

The subject says it all. Passed all of the other tests. From what I've seen on the forums, EGR is a possibility. Trouble is, I cannot locate the device on this car. Any thoughts on where I should look? Any other places/things I should check? This car passed two years ago, it's running about the same as before, so I'm not sure what might have failed to generate such a high reading, 2300 with the state limit around 1300 or close to it.
Also, any way to access OBD codes on this car. I cannot find the little diagnostic block with the LED's, so I assume that it is not on this model/year.
