No Start /Backfires- 1800E - 1800 1970

There was a mark on the front of the pulley that I was using in reference to the mark on the cover, rather than using the number on top in reference to the cover. I didn't see the numbers first time around. I am looking at the valve springs and both appear to be up.

I don't want to pull the valve cover off yet. Previous owner used some kind of blue sealant on the valve cover, and it won't come off without some work. I don't want to pull it off without having a new gasket on hand.

It seems to fire briefly, but will not sustain firing during continured cranking.
