This is getting rediculous 700 1990

1990 740 2.4 Bosch/Jetronic

Replaced the AMM after getting the 121 code and it is working since I no longer have that code. Cleaned the IAC after getting the 223 code. Then replaced it with no change again. Changed the main relay with no change.
Closed off the fuel line on the return side and the idle went up slightly then began spraying fuel out of the connections.
The car idles perfect at 750 rpm but only does rapid surges between 800 and 1200 rpm when I give it gas.

I need ideas or experience.

I am thinking a fuel delivery problem since it will suck air under full throttle but still not go. But I am probably wrong. HELP!!
