close to overheat idle time for 15 minutes with hood closed on turbo 740 in 90 temp 700 1989

These past few days the old t/c 740 would run the temp gauge up to the 3/4 mark in a drive thru in 90 temp with the a/c on after a 15 minute idle,if I put the hood up within 5 minutes the temp starts to come down to normal,it is as if the engine compartment is trapping the heated air that the fan is drawing into the engine compartment form the radiator.Can a fan that draws too much air be a negative for the heating of the engine compartment or do I need a higher cfm fan to draw even more air?Any comments appreciated.
