Is it possible for overdrive lockout to be 'weak'? 700 1988

1988 760t, 165000 miles

When I accelerate hard at freeway speeds, I can only get to about 3500 rpms in third gear before the overdrive/4th upshift. If engage the overdrive lockout at this time, nothing happens. The only way I can get the lockout to work is if I engage it while stopped. In this case, I can turn it off while moving; but again, I can't reengage it right away - need to stop again. Is it possible that I have a "weak" overdrive lockout? Why is my car shifting to overdrive so far below redline in 3rd?
