1990 740 speedometer not working 700

I just noticed my 1990 740 GL's speedometer isn't working. This car has over 210,000 miles on it. I have had 3 times recently where the electric windows wouldn't work, if I cut the car off and turn it back on they work.
The odometer is working. I flicked the plastic panel directly infront of the speedometer with my finger, the needle jumped and started working. Sort of. It didn't seem to be going up and down normally. Nothing has gotten inside the instrument panel like liquid or anything. Can that be effected by a short in the wiring? Thanks
