more brake light woes 200

My brake lights are still not functioning. I searched through some of the old posts and tried to see if the problem was with the relay switches that the brake pedal arm contacts. So far, my test results have been weird. I managed to remove the large switch that rests above the switch with the vacuum hose. Once disconnected from the wires, it tested fine for continuity. I installed a new switch anyway, and reconnected the wires. Another test with the multimeter showed continuity with the brake pedal in both it's relaxed and depressed position. I thought this switch was supposed to interrupt the current between the two leads? Any more advice on what I am not understanding, and if my switch is good, where else should I look for my brake light issue?
