I see now what they have done. The harness is produced by Painless Performance Products. In the time since I purchased them from Eastwood, they have added a 50 cent fuse holder (something I added to my own install) and upgraded the relays. I'm not sure this justifies a $50 price increase. At that price I'd look at sourcing the parts and building the harness myself. The IPD harness is not fused.
