What is this exhaust rattle?? 200

I traced an annoying rattle to the exhaust system on my 89 240 non turbo. The rattle is located at the point where the two pipes from the engine join into one and just forward of the cat converter. There is a metal cover fully around this part of the pipe with flanges on both sides that is loose and rattles. This metal cover is approx 10 inches long or so. Not a terribly bad rattle, but enough to bother me.

Anyone have a solution? Can I just remove this cover without harming anything else?
