I would think the first step would be to jumper known voltage to the lamp and see if it comes on. If not you have limited the problem to the socket of the lamp or a defective new bulb. If the lamp comes on that tells you that something is wrong between the lamp and the signal switch. Just track it down through the wiring diagram.
