Fuel pump relay timer? 700

I noticed that the fuel pump didn't whirr at all when the ignition key is in II. I tested the relay in another volvo, and there the pump whirred nicely for a second as it should.

However, the pump starts as soon the engine starts so it is only the "one second priming" function that is erratic.

I thought that the time delay circuit was mounted inside the relay but obviously it isn't. So my question is, WHERE IS THE ONE SECOND TIME DELAY CIRCUIT?!
