How to drain tank to replace bad gas if this is the problem? 200 1981

A couple of years back, I stopped at an unfamiliar gas station to fuel up (out of necessity). I didn't overfuel or anything, but about ten minutes later my 244 Turbo sedan started acting up (missing, stumbling, lack of power). Being it's a Turbo I naturally use premium, but in this case that didn't stop me from getting a tank of crap gas loaded full of water. I limped the car home gently. The alcohol they put in fuel these days allows water to leach in and any downward change in temperature will cause that moisture to condense out and puddle in the bottom of the tank.

Drained the tank, filled it with primo from my favorite station, problem solved. It ran a lil funny for about five minutes but after that, it was business as usual.

I wonder if there is some sort of gasoline test kit available that would reveal octane, presence of water, alcohol content. If there isn't, there damn well should be.
