Soot by Cat Converter and exhaust noise and O2 sensor 200 1990

What parts are in the joint where the cat converter meets the pipe from the engine?

I have been getting exhaust noise from the under the car near the cat converter. It has been getting steadily worse for a year. I see soot in the joint where the two pipes meet. Is there a gasket there which could be bad?

Also could this leak be what is causing my O2 sensor to give me a check engine light? (Code 2-2-1)
