York Compressor Clutch 200

Thanks to numerous discussions on this board, I have ascertained that it is very easy to replace the clutch-pulley assembly on a York compressor (much easier than removing the whole thing). One bolt, and it's done.

Just two questions.

1) What's the torque on re-tightening?

2) Can you tell just by looking if a clutch/pulley assembly from a junker is any good? Or should I shell out at a parts store?
