I had a mainpump do exactly the same thing on a car I purchased. It had been sitting for a number of years. I think it was just seized up with bad fuel that had turned gummy. I had a spare and put it on and never went back to investigate the possiblity of using carb cleaner to clean it enough to get it moving again. I would investigate that posibility if I were you. Remember though that hot wiring the pump could easily create an arc that could ignite the cleaner and spoil your day.
