VOV Tabs 700 1989

I'm installing a VOV in make AC and want to make sure I'm doing it right before I mess something up. The VOV has 4 tabs and the instruction says to break off ones to match the old valve. Am I correct that the bottom two tabs must be removed? It doesn't seem to go in all the way with all 4 tabs intact.

Also, do the orings on the valve get lubricated, too? I'm using nylog on the seals.
