Idle woes 120-130

I am using the mechanical pump off the old B18 engine...Thank goodness I'm not that new at this!!

When I cover one intake with my hand, the engine immediatly drops to an almost stall. This occurs with the other side as well. When I had the nuts turned way out, and the idle somewhat slowed down, I checked air flow at idle. They were even, but at higher revs, one rose, and remained up, while the other rose, then dropped significantly down.????
